Henry Gabriel Cisneros (born June 11, 1947) is a politician and businessman from the United States. He was the second Latino mayor of a major American city and the city’s first since 1842 (when Juan Segun was driven out of office). He served as mayor of San Antonio, Texas, from 1981 until 1989. Cisneros, a Democrat, served as the 10th Secretary of Housing and Urban Development (HUD) in President Bill Clinton’s cabinet from 1993 until 1997. Cisneros is credited for revitalising numerous public housing projects and creating policies that led to the nation’s greatest ever percentage of house ownership while serving as Secretary of Housing and Urban Development. Cisneros worked in more than 200 cities throughout all fifty states in his capacity as the President’s main envoy to the cities. Cisneros’ decision to resign from HUD and not run for re-election was overshadowed by a scandal involving payments to his former lover. Cisneros spent four terms as mayor of his city of San Antonio before joining the Cabinet.  His opponents included a two-time city council member, John Steen, Sr., the late father of current Texas Secretary of State, John Thomas Steen, Jr., a lawyer from San Antonio, when he was first elected to a two-year term in 1981. Cisneros sought to restore San Antonio’s economic foundation as mayor, attracting convention business, high-tech companies, boosted tourism, and pushed to bring additional employment to the city. Cisneros was elected to three two-year terms in the city council before becoming mayor, serving from 1975 to 1981. Cisneros has been engaged in housing construction and urban regeneration throughout his political and commercial careers. Cisneros is a vocal supporter of the Latino community.
